I believe EEC means Evaporative Emission Control or something like that. If you had your old tank off you could tell by looking at the top of the tank. If it has a valve on the top of the tank then it has EEC if their is no hole then it is without EEC. Other than that I'm sure some one else will chime in with more info.
you might want to look at your tank where the filler is becasuse it seems a lot of trucks
have had tanks replaced and the `vent tube was extended and crosses over from front
to back of tank.

Well EEC-IV started in 1984. EEC in this case being Electronic Engine Control module. So I'm guessing the tank you want to buy was used by Ford before and after the fuel injection change and they just modified it a little bit when fuel injection started. For return lines probably. You need the non-EEC-IV version.
