The way I understand it, the PCM will not let the TC lock up until things start to warm up. It lets the TC slip to start to build some heat.

And as far as the tc not locking up when cold I think he meant to say that its not even trying to. Not slipping it some at all. Just straight up doesn't try. Get to 35 and its reving way too high and will just stay there also as soon as you get off the gas ordeal it goes right down to idol like I put it in neutral.
