94 F-250 Will the Engine start with the gauge Cluster out?

When we checked the fuel injection plug the test light bulb was to large to show the low voltage we then reconfirmed it was getting power with a small light bulb; then clicked the fuel switch back and forth to confirm we were still getting the pump kicking on upon changing cluster was not sure if the sending units were working or if the gauge was good?? Also only the rear pump was pumping didn't confirm that with the test?? Added a couple of gallons of fresh gas and continued to crank it over and over. Push down on the shraider valve core to check for fuel pressure could not confirm fuel pressure but could small fuel, tapped on the side of the fuel filter a few times as it was rusty on the outside. Finally got it running with the starting fluid and picked up the fuel Still not sure exactly what was wrong. When if first started it was rough and smoking a little then seemed to have gotten better.
