broken door latch?!?!?!

WTF! i have a 99 psd extended cab. my d side rear door is stuck closed! its allways been a little funky to open, have to push and pull handel together. no it just wont open. so i have searched on here, found alot of usefull threads, but havent found anything reagurding this issue, all my cables and linkages are in working order, my top latch will release but the bottom one will not, i can barely see the bottom latch, but what i can see is the "ball" on the end of the cable is not "hooked" into anything! i have been able to get the mechinisime (where i think the ball hooks to) to slide and slide all the way as if the ball and cable were doing the work, so in therory that should be it! what am i missing???? secondary latch or something???

ye mine is like that on the passenger side, i'm gonna try taking the door panel off,the linkage probably rusted and broke off seeing as it is an older truck
