It's 120 in-lbs, but the hold down plate is slotted to slip over the upper bolt so it doesn't need to be removed. The plate is also a fulcrum design so torquing down the lower bolt will tighten down the injector properly.
The only way you can tighten the upper bolt after the injector is installed is to remove the injector solenoid (unless you've got some really fancy tools), but luckily, the lower one is all you really need to worry about unless you've removed the upper bolt.
