took apart one of my spare sets of injectors to see what they were all about, out of the 8 i took apart only one had these two washer / shims above the spring. Reasoning behind that? Thinking about building a pop tester (like seen on OBN)
The washers are shims, or at least one of them is shim. I thought the injectors would have all had at least a washer there, might I might be mistaken (maybe I'm thinking of VW IDI injectors?) Its entirely possibly the other injectors had them as well, but they stayed stuck in the body of the injector.
The purpose of the shim is to adjust the preload on the spring. The spring determines how much fuel pressure is needed to fire off the injector. Ideally, the injectors are within a certain range of pressures. This will cause the engine to idle smoother (maybe slightly more efficient?).
When rebuilding/testing injectors, the shims can be changed to adjust the pressure of the that injector. I've also heard you can make small adjustments by tweaking the assembly torque of the injectors slightly one way or the other.
