So can anybody explain what's going on? How can I fix this cheap? The truck is a total dog. It's like driving my 1993 2.3 ranger :,(
It may be a plastic retainer clip that costs $6

Usually with this code it is a bad intake manifold runner control which is located on the back of the intake, and requires removal of the intake manifold to access. check the wiring from the PCM to the back of the intake when the intake is off looking for any chaffed wiring, also when you take the manifold off check and make sure that the rods for the intake manifold runners weren't contacting anything allowing them to bind. If that all looks good you will need to replace the runner control motor assembly. Keep in mind when installing it DO NOT move the actuator by hand any more than needed to get the rods on, this can damage it.

Another source gave me this; need to inspect the IMRC actuator at the intake to ensure the actuating rods are still attached, there is a plastic clip that breaks and will set this code, Ford part #F5RZ9F955AB IMRC actuator rod retainers
This is from my factory manual;
