More C6 trans shifting issues

More C6 trans shifting issues
Hey all
I recently inherited my grandfathers '79 F250 w/ 460 and C6. Trucks been sitting for years, and after a quick tune-up, I started putting on some miles. It has some sort of shift kit, and after fixing the many vacuum leaks, it doesn't seem to be shifting right.
I've tried adjusting the modulator, but I'm not noticing any difference. It currently shifts 1-2 at 25 - 30mph and 2-3 at 55-60mph. Not matter what I do, I can't seem to get it to change. Any thoughts?? Thanks!

Sounds like the modulator isn't receiving a vacuum signal or at least much of one. How good is the line from the manifold to the modulator?
Maybe the pin behind the modulator is possibly missing, hence why the adjustment has no effect.
