no start :(

no start :(
so im sending my truck off to the auctions now 
, but all off a sudden it refuses to start, i charged it up, tested the batteries they were 12.4 volts, even hooked up a 14volt truck battery to it,hooked up jumper cables to the starter, and all it does is make a clicking sound, and then the dash lights start flickering and clicking, anybody have an idea? also on my secondary battery there seems to be remnants of some orange wires on the ground cable that have been cut, before it was starting even thought they were cut, but maybe they had something to do with troublesome starting. any help would be greatly appreciated!
