First place to look is the inertia switch. Google ford inertia switch to find out what they look like. Look for yours on the firewall above the pedals or behind the passenger kick panel. Push the red button down if it's popped up. If it's popped up, that's your problem.

There is no fuse for the fuel in the fuse panel box.
We found the problem I think.
The thick yellow wire on the fuel relay terminal. Where does it run?
We ran a wire from the battery to it and the truck cranked up like it suppose to.
Is the ignition switch bad?

I'm not sure if that means your ignition switch is bad or not. And I don't own an EEC-IV vehicle anymore. But these are out of a 91 service manual. I hope they can be helpful. The wiring diagram is for the F-series/Bronco.
