Easy peasy:
Buy yourself a 5/16" six point end wrench and remove the retaining bolt/pin . Remove the crosspin, push in the axles, and the c clips will fall out. Using a six point wrench will likely keep you from stripping the head off the retaining bolt/pin, BTDT.
Install the bolt/pin with locktite so it doesn't fall out and ruin your day, or buy a new one from Ford.
The above poster is correct. But first you have to pull your brake drums and enough of the brake hardware to be able to push the axle in.
Sometimes the retaining bolt breaks and the pin won't come out. When that happened to me I make a trip to the wrecking yard with a couple hundred dollars for a replacement axle.

If it breaks (heaven forbid!) you can sometimes drill out the offending piece without destroying the threads. It ain't easy, though-the steel is pretty tough stuff.
