E4OD problem

I bought a 96 F250 7.3 with the E4OD. The previous owner did a diy rebuild after the center shaft broke. If you put the truck into drive, it feels like it starts off in 3rd. If you put it in 1st or 2nd, it starts in 2nd. It will not shift gears while driving. The overdrive light doesn't flash and when I pulled the codes it only pulled something for exhaust back pressure. I figured I would do a pressure check on the trans. Can anyone tell me how to do this? I am worried that the case got scored.

What you describe is exactly what the trans does when all electrical power is lost.
Check all the fuses. There is a big electrical plug on the pass side of the trans, check that it is clean and properly plugged in. Check the wiring harness to that plug for any signs of damage.
A pressure test at this time is not going to help you but there is a test port on the drivers side of the trans where you can attach a gauge.

Ok checked and cleaned the solenoid harness and put some dielectric grease in the plug. I checked voltage on the red and white wires as I saw in another thread. I have 11 volts on the red, and 0.8 volts on the white. Are these readings right or should I keep checking more wires? If the voltages are good, should I look at replacing the solenoid block? Any other suggestions? Thanks.

https://www.ford-trucks.com/forums/5...g-diagram.html Click on this link and in the second post there is a link to a circuit diagram (for a diesel but shouldn`t matter). See if you can figure out what wires are carrying voltage.
Before you throw parts at it check for any trouble codes and maybe start a thread on the transmission page where some of the transmission experts might see it.
Might also be worth checking if the internal solenoid block plug is properly fitted.
