I'm not a master of the feedback controlled carburetors and what vehicles they were put in, but I don't feel like they were common on the 351s.
Could be wrong though.
I don't have much faith in chips in a box though. Not to mention, if you DO have a feedback carb, your setup is designed to keep the engine at stoich so mileage should be pretty good. Typically, tunes will only impact the performance side of things.
More details on your setup might be good; for example, if you have the 351 with a C6, 4x4, 4.10 gears in a crew cab, 12mpg is not too bad at all, actually.
I used to get 12 mpg pulling a 25 FW and a 14' boat. Now I'm hauling a sxs utv @1200lbs or driving in town emty.Truck is 351 c6 2 wd regular cab. Ive checked the plugs they look ok.They are the bosh platinum.Next plugs will be copper.mayby a new cap and rotor, new wires.I don't think carb is the problem.This truck only has 83000 orignal km on it.
