Soda will remove paint only. Sand will remove rust, body filler but needs done by someone knowing not to overheat the metal.

Soda only removes paint, and if not cleaned up really good, can cause damage further down the road (if its in seams and gets wet it will blow apart the seam like rust does) Sand blasting gets rid of paint, rust, bondo but can also warp the steel.....no matter how careful you are with it. See if you can find someone that Media Blasts. They use all kinds of stuff....ground up walnut shells, plastic beads and now I have seen some using coal dust as well. It wont warp the steel, but should remove everything. Heavy rust might remain in some spots, but thats easy to fix.
