For 2000 models it's actually the GEM that controls the wipers. The MF sends the signal to the GEM which then controls the wiper relays. Sounds like you need a new module.
OK so I brought it to the dealer for the recall and had them check out my wiper situation. I was told its the GEM and they can find one for $500, so installed and programmed its estimated at around $700.

So the 2000 Ex is different than the 2002 and does have this "GEM" module. Good info for all.
But wow, that's a lot to repair a wiper problem.
If the multi-function switch is the same it would seem almost feasible to replace your motor with a later model and run the wires to make it work.
For that cost I think I might be tempted.
I miss those days when trucks were easy to work on!
I had my switch replaced a couple of years ago because when I signal a right turn, the lever does not spring back and turn it off. My wipers and such worked ok. The pin inside was not catching.
That sucks the recall was just announced! I wonder if I could still get the replacement on the recall and sell the one I bought?
BTW, when I was looking at a replacement switch a couple of years ago, '01 model was not compatible with an '02 and up model.
