OK so my wipers were not working...had to pull fuse to get them to stop. I replaced multi function switch and nothing. Then replaced wiper motor. I reconnected the battery and HOLY COW they were staying off. Then when i turned them on they kept going again. The only remedy was to pull the fuse or disconnect battery. When battery was disconnected and reconnected they stayed off, until I turned the switch, then they just kept going again. When fuse was pulled and then put back in they would keep going also.
Sorry for the run on, but I am at a loss.
By controller do you mean the multi function/ turn signal switch... If so i just put a new one on with no luck.
Have not had wiper motor problems for many years, but I know the old wiper motors had a "park" switch inside the wiper motor mechanism which turned off the power to the motor once the wiper switch (on the column) was switched to off.
Once the wipers were parked a relay dropped and they would stay off till the wiper column switch was turned on again (or in your case the fuse replaced and turned on).
Your issue sounds like the typical problem years ago when the electrical mechanism with the motor would give problems.
So if they still work like they use to, this could be your problem.
So are you saying its in the motor or the electrics to the motor? So far I have replaced the motor, the relay, and the column multi function switch (TURN SIGNAL BAR)...
I dont know what to do next. If I unplug the Neg batt terminal, and replug. The wipers stay off until I turn the column **** all the way. It does nothing on the first two or three positions off the ****, but once I hit the last one they start going again non-stop.
Same thing with the rears, nothing until I hit the switch and then non-stop.
It sounds to me like the wiper control module. I must admit that I don't know where it's located on an Ex, but there should be a small circuit board that is "the brains" of the wipers, handling the intermittent wiper feature, and having all other wiper functions wired through it. It could be the board/module, or the wiring around it.
When I pull up wiper module on Alldata it gives me the General Module. Is this a bad thing, I have seen a lot of posts hoping that the general module wasn't messed up?

What year is your EX?
I have the schematics for 2002 and it shows most all the stuff involved is present in the wiper motor assembly and the multifunction switch on the steering wheel including what Ford calls the "rest" or "off" switch.
One interesting note is that there is a direct connection on one pin of the motor to the ABS module. Have no idea what may come into play there.
The GEM module does not look to be involved in 2002.
Do you think I could have gotten another bad Multi function switch. Maybe I will try and put the first one back in and see what happens. I just find it funny, that now it will stay off until the switch is moved.

Well, no doubt that if things changed, but still are not fixed, something is amiss.
For all the functions to work properly, including the park function, the motor assembly, the multi-function switch and the wiring must have a complete circuit.
Did the original multi-function switch work properly before it was changed other than the fact that the wipers would not turn off? If so, then I would agree that you should go back and replace the original.
After that if you still cannot stop the wipers, then you need to start checking wire connectors and wires between the switch and the motor.
To turn the wipers off, the stop circuit has to work.
