sounds like it is draining slow. So that means not only change the filters but inspect inside before putting new filters on.
Might want to consider a visit to the dealer for the kit for that cover where the yellow handle is.
You can take that cover off and clean in there as well once you get the kit.

Turbo lag or not
I have the same problem however when my truck acts up it is very hot ambient temp wise , Yesterday it kept acting up temp was in the mid 90's and today it runs great low 90 to 85 with rain , I think I need to put a fan on my intercooler , I wonder if the system stops the turbo from spooling if the temp is real high . What do you think??
