Are you measuring those voltages with a scanner? Or with a volt meter. If with a volt meter where are you measuring them?

all the numbers point to a new pcm

since you tried 3 now IDK

pcm may need to be programmed to the truck like the ficm does not shure there

OK. Check the two VREF pins at the pedal for +5V. It should be constant. Wiggle the wires around and make sure it never wavers from that +5V. Also, while checking those two VREF pins, wiggle the wires around the BARO and MAP sensors, since they share the same VREF circuit.

VREF is a regulated +5V signal sent by the PCM to various sensors. If it varies, the voltage return to the PCM will vary and the PCM will get bad data.

I'd do that, try having someone move the entire harness everywhere you can get to it. The only explanation I can think of is VREF getting shorted for some reason.

The only other suggestion would be to put it on the computer and see what the PCM sees for the APP voltages.

AutoEnginuity can do it, and Fords dealership software. Those are the only ones that I am aware of.
