Quite possibly the multi-function switch on the steering column---were the washer pump working etc etc it might be the motor but in this case probably the switch.
Seems to me its somewhat easy to replace, remove the upper and lower column shrouds, a few screws and connectors before it drops out. This might not be 100% correct but I'm sure you don't have to pull the steering wheel for such a replacement like in the old days.
