The remotes for my Dad's 02 SD only work when they want to. The batteries have been changed, so I'm pretty sure it is not that. When they work, they operate like they are supposed to. Does anyone know of an RKE module issue or something along those lines?

My '02 F350 had a similar problem. I found that, when I took the remote apart, there was some corrosion inside and more than an acceptable amount of dust/dirt.
I used electrical contact cleaner after a gentle rub with a pink pencil eraser.
DO NOT use a gum eraser or the white ones.
Gum erasers leave sticky residue and the white ones are extremely abrasive. Gently clean any deposits with the pink eraser, use a q-tip and some contact cleaner, then put it all back together.
I also re-programmed the remote using the guide in the owner's manual:
1. Turn ignition from OFF to RUN 8 times within 10 seconds, with the 8th time ending in
RUN. Door locks will cycle to confirm programming mode.
2. Within 20 seconds press any button on first keyless remote. Door locks will cycle
to confirm programming.
3. Within 20 seconds, press any button on second keyless remote. Door locks will
cycle again to confirm programming.
4. Turn ignition to OFF. Locks will again cycle to indicate end of programming mode.
