P2285 (ICP)and P2623 (IPR) both indicate circuit failure or shorted wires. Since it's an 03 and (just guessing here) those wires are probably bundled together I'd think there was a short somewhere in that part of the harness that involved both wires. It may be very small and not at all obvious.
I have a 2003 F350 6.0 and this is what I have; no start cranks good n codes.
Checked the following:Buzz test passed. Crank sensor - 347ohms form pcm so wiring should be ok, cam sensor 846 ohms from pcm so that wiring should be ok as well. I have checked the wire to the FICM from PCM (pin 19 to pin 5 for crank signal and pin 20 to pin 10 for camsignal). i have the 5 volt to FICM for crank and 1 v for the cam.(also looked at the frequency).There is constant 48v at the FICM. I have also ohmed the can bus 2 wires between the PCM and FICM ok. If i unplu my IPR and crank i see 200psi inj press, plug it back in and i have a top of 574psi. Then i grounded pin 2 at PCM for the IPR and cranked very little change. I tested pin 2 for ground signal to IPR and it is there, requesting more oil pressure. The last thing i tried was a sniff of magic start (if you know what i mean) and it started and stayed running but only at idle, not able to accelerate. Then it quit the whole time at idle(3-4 min) i had 900-1000 psi for inj act press. Now back to no start??????????
Stop using any type of ether or youll blow the hell outta that thing. At least you pulled a code I cant pull any codes at all. It all started with 2623 and 2285 which as ncparts posted lead to a short on icp & ipr harness. Hpop on 03 test at icp under turbo, bitch but only place i know of. I get my pressure from a hpop guage wired to icp harness and hasnt been wrong yet. But 575 psi seems low im thinkin ur hpop could be toast my guage hits 2600+ when cranking. I love my truck but im gettn real fn tired of this i gotta get back to work and theres nothin fer a few hundred miles locally.
I thought it only needed 475 to 500 to start, after all cranking is only about 200 rpm's. i culd be wrong, been chasing this for 3 days now. If i ohm sensor again i have 347 ohms and it is making a/c volts. I think it beer 30.

ok i found a blue wire not going anywhere on the fan side of the plug. It goes in the direction of the plug from the fan. Also a little further down at the bend there is a spot where its moulded and has a bend in hard plastic and noticed the wire has been exposed. Anyone wanna weigh in haha I hope like hell this could be my issue. Thanks again to all that have helped.
well I have gone through the full harness and found nothing, no scrapes, pinches or cuts. The only questionable issues I found were on #7 where wire coming off plug to injector had a slight cut to it exposing the wire. Nothing to ground out to. secondly was the fan plug wire had been dinged when water pump was done and slightly exposed wire again. Also at fan plug there is a blue wire that seems to go nowhere. Im pricing new harnesses if anyone has part numbers off hand Thanks, Ron
