sync issues are caused by cam/crank sensor or there related parts.. ie wire harness, tone rings etc.
I dont guess you have a 2 channel lab scope handy?

like I said before check ohms then swich the fluke to freqs and retest. that will be as close as you can get

sensors ohm at 347 ohms and I checked at the PCM connector so I assume the wiring is ok.

you need to look at both sync and ficm syn. also make sure you geta freq reading while cranking. also check both crank and cam.

also please keep in mind that different year trucks have different issues. knowing what we are dealing with may help a little bit.

I dunno if this helps but when it first pulled this no start condition i pulled a 2285 and a 2623 code. I changed icp and ipr and no change. Does that sound familiar in any way? Ive gone over every inch of harness and unless im blind i cant see any short anywhere. Im not totally sure how to do ficm sync without modis, I just finished checking wires from pcm to ficm and as far as i can get to cam and crank sensors. Brain is starting to heat up and patience is wearing thin with this mess. This is my daily driver and i need to get back to work.
