The bed liner question!

Depends. If it is already painted and the paint is good, they call for scuffing the paint real well and then cleaning it up and then spray. It will only stick as well as the surface it is adhered to though.

My bed currently has some paint that was sprayed at some point but it mostly peeling/cracking.
It looks like the original factory paint is underneath it for the most part but there is generally a good amount of surface rust on exposed areas.
What is the proper way to proceed?

The proper way will be to get ALL the paint that is loose off which will more than likely mean all the stuff that is covering the factory paint. I choose the difficult route and went down to bare metal then used an acid etch primer, then scuffed that, then sprayed on the liner. The liner won't come up unless the paint does now!
