My neighbor (who does not use computers) has an early 99 F-250 with about 250,000 miles on it. He is a great guy I I hope we can help him out, so heres the story:
He says he got some bad fuel and a skip developed. He took it to the Ford dealer (who is very good on 7.3s) and a buzz test revealed he had a bad injector. He got the proper code injector from a wrecked vehicle his son in law had and replaced it. He also replaced the fuel pump,pickup tube, and rebuilt the fuel drain on the fuel filter. Since then the truck will crank and run, but until it warms up it sounds like air is in the system and has a lack of power.
Once the truck warms up it runs OK. In other words, it appears to be an overnight leak down. I suggested he run another buzz test to make sure the injector fixed the initial problem.
Are there any other things we should check out?

I assume he did clean the fuel tank out, change the fuel filter again, also you said it sounds like air in the system, what do you mean, air in the fuel, or motor making a air sound like EBPV stuck shut?
I forgot to mention that he replaced the fuel filter, the o-ring in the fuel drain valve, the filter, the fuel pump, and the pickup tube in the fuel tank.
The engine doesn't sound like the ebpv valve; it sounds noiser than normal like a diesel sounds when it is some air in the fuel and it lacks power. I am going to check with him and make sure it isn't the epbv valve though.
Am I right in that the ebpv valve can be disconnected so it stays open?
Mine ran like that when the ICP was on the way out.- Stumbled when cold and ran fine warm. Unplug it when it is cold and see if it behaves the same way.
