If water got on the "gem" would it cause my ignition to be powered without the key.
Water conducts electricity, so between your fuse box and the GEM, there is a chance that anything electrical can be powered up when the key isn't even in the truck. Blower motor, door locks, horn, starter, etc.
As mentioned, disconnect the batteries and when it stops raining, pull the fuse box under the steering wheel and try a hair dryer to help dry things up. If you end up having to replace the GEM, I believe you'll have to have the dealer program it for you.
ok, i took out the fuse panel/ gem box. there was no water between the gem and fuse box. the only moisture i noticed was on the two big plugs on the back of the fuse panel. the plugs that are held in place with a 10mm bolt. what procedure should i take to dry up the plugs? thanks

Remove the bolts and separate the connectors and as Chris suggested use a hair dryer. After they are dry hit them with some aerosol contact cleaner. Be sure batts are disconnected first.
Something very similar happened to me a number of years ago as the windshield th PO put in ended up not having enough adhesive/sealant on it, so much so the windshield repairman was able to remove it and just seal it better. Anyway, I was woken in the middle of a rainy night with the horn on the truck going off and had to disconnect the batteries to stop it. Got up in the morning and hooked the batteries back up and they were too far gone to start the truck so I hooked up two battery chargers and took my wife's van to work. When I came home, I connected the battery again and the truck started cranking on it's own , no key in the ignition!
This had me a bit "freaked out" and I had it towed to a garage that specialized in electrical issues, and they let it sit for another day and then said they couldn't find anything. I went and picked it up and it ran just fine and still running > 150,000 miles later. I did have the windshield repaired before getting it towed to the shop, but eventually it did crack and had to be replaced as well.
