When you check the fuel filter, take note of how full it is. If it is low then the screen could be clogged.

got it it was the ipr!! the screen was a little cloged but it still didnt go so i took out the ipr tore it down and cleaned it and poof she runs awesome now thank you all for your help!!

If I were you I would get a spare . Most times they stick open , they are worn ....

I'll guess you didn't unplug the ICP & try starting it . Sometimes that will unstick the IPR ...

I did try unpluging the icp... it had no effect

I guessed because you didn't post whether you tried it or not , you posted that it was new & that was all...

If you took it apart & got it unstuck by taking it apart , you should get a spare ...
