is it not starting while the engine is warm, or cold?

Could be IPR issue if its still warm.

Can always try unplugging the ICP and see if it will start.
Might not think its getting enough oil pressure to start or run.
Unplugging it will set it to defaults and let the computer guess.

CPS.....even though the tach moves while cranking, it can still be bad/intermittent.

Possibly the CPS... I had trouble out of mine back in January. I was runnin' down the road and it sputtered out and died. I thought I was low on fuel, filled it up with a jug, and ran it hard back to the house, done fine. Next morning on my way to school it died out on me. And sometimes it would crank and fire... then just die right back. The Check Light never came on but I hooked up my Code Reader and Low and Behold it threw a code for the CPS.

If cps does not do it, check your valve cover harness. My truck kind of did this....

Have you checked the fuel filter and fuel pressure yet? That's where I would have started for this. Simple stuff first.
