Chipped Key Problems

It appears the kid lost both my spare keys, I have one key left. I can get more keys made at the hardware store, and they will work. I have added keys twice already replacing damaged keys.
If I use the above proceedure to wipe out the memory, how do I add a spare key? I thought you needed 2 keys to do that.

Type "C" PATS requires two keys. AFAIK, Type "A" PATS will work with one key.

What type is the 2000 Navigator? I have been told that 2 programmed keys are needed to program any additional keys.
