You are correct that 2.77 kPa is .40 PSI. I'm not a gasser guy, but that's barely enough pressure to measure, much less run an engine on.
I've seen a few instances where OBD-II readers will read a value and then incorrectly assume a unit of measure. I don't know what the 2.77 represents but I really doubt it is kPa. You need to find a better way to read fuel pressure.

I am guessing your reader is displaying the wrong units like David said.

Although 1 Bar = 100kPa, so its not that crazy of a unit. I am actually a little embarrassed i know that off the top of my head I need to get out more.
