What is the basis for the mechanic making this recommendation? Did he test the exaust pressure upstream from the cat? Do all the other obvious diagnostics?
If you have no sensors after the cat, you can remove it without consequence to the running of the vehicle. There are fines etc, and if you have to pass a smog inspection, you need a new one.
When you try to accelerate over 50 mph does it buck and chug, or it just doesn't feel like it has power? As the above poster mentions, at a minimum the routine maintenance items should be checked (spark plugs, plug wires, air filter, fuel filter). The fuel rail fuel pressure should also be checked. If there is roughness at idle or under acceleration, in addition to the tune up items, the engine should be checked for vacuum leaks. Before condemning the catalytic converter I'd suggest you remove the "sensor 1" oxygen sensor(s) and see if that little hole before the converter makes a difference. If not, the converter is probably not the issue.
Some Fords started to transition to the OBD-2 diagnostic system in 1995. If your Explorer was one of them, it will have the "sensor 2" oxygen sensor mentioned in the above post and removing the converter would cause a diagnostic code and Check Engine Light (CEL).
A plugged fuel filter causing a loss of power is far more likely. A catalytic converter is unlikely to clog unless a tuning problem is already present, such as rich condition, misfire, extreme lean condition, excessive oil consumption, low compression, or blown head gasket. The exception is if the converter has sustained physical damage due to a direct impact.
i already did a tun up, only missing to clean the injectors,

when i have this failure , the truck loss power, so the speed decrease, if i try to accelerate the engine not respond, so i loose the pedal do let the engine to reduce the speed then i increase the speed again, this append some times with a "explosion" sound,
and a few times the truck turn off by its self, but start again quickly and run normally
