Back to the original thread subject, seems a little shady to me and probably illegal. In Mo the original vehicle owner (name on title) can apply for a lost title for 12.00.
Otherwise I would my local DVM to help me out on a title/vin issue if I had some issues like some of you have on here.
yeah. in Virginia we can simply walk into the dmv, and say i need a paper for a lost title or whatever. they'll give it to us, we go to the person with the vin # of the truck on the paper, have them fill it out and sign for it, then we get the title finalized

As long as the original owner can be found or not passed on.
