Automatic Shift Mechanism in the column

Somehow my dad broke this part on his '99. I did not remove the broken part, but have been tasked w/ replacing it (more difficult when I wasn't around to see how it came out).

I installed the lever assembly, or whatever, on top of the steering column, the only way that it would go in there, and attached it to the shift cable mechanism. But now the range of motion for the shift lever is limited, it won't go down far enough to engage drive, and the indicator isn't moving at all (however I'm told the indicator was broken, it is stuck in low or 1, so we can perhaps forget that. Nobody cares about that at this point).

At any rate I first thought the Park safety/start switch, which sort of sits on top/left side of the assembly rod (or whatever), was impeding things because I had it in there wrong. I removed that, but still I don't get a full range of motion at the lever. I can't see what is stopping it, but I'm thinking I somehow have the cable/lever assembly situated incorrectly.

Thanks in advance for this shot-in-the-dark post, I'm not sure what I'm asking for beyond tips on how to install this assembly because I've futzed it up.
