Well it wasnt really to cold, the windchill was 11 out though. Truck has sat a couple days. I had the battery charge on the truck for about an hour. My truck seems to be taking a long time to fire off. I have brand new Motorcraft plugs. Also is it normal for the WTS to stay on 20 seconds like mine does?
I can crank a couple times and then it starts cranking real slow, then it will crank fast, then slow again. My batteries are from 2007 both are the same and match and are 850 CCA.

glow plugs seem fine.they can glow for a good 15 seconds like that when real cold.
i agree.she's just not turning over fast enough.your trouble is with the starting system.
id have the bats load tested and inspect the cables for corrosion/burnt color on the pass side positive terminal first,and go from there.

Check your battery terminals and make sure they're clean...also don't forget to check the connectons on your starter!
Could also be a tired starter, but leave that for last...these puppies are expensive and can be a pain to change. Leave that job for a warmer day without the wind blowing!
It also seems to be turning over a bit slow, make sure the batteries are up to par..you'll find that if the engine isn't turning over fast enough it will have a tough time starting...just like you're experiencing.
And also, it's cold out so it will naturally turn over slower.
Mine has clean cables and terminals, it's second starter (used off the parts truck with who knows how many miles/starts...was a farm truck), a good fuel system with about 20k miles on it, good glow plugs, 2 year old 850 CCA batteries, and it turns over just a little faster than yours on a cold start without being plugged in. Mine will usually start right up though after a cycle of the glow plugs...without using the high idle. It will catch and might stall. If is doesn't start, then I hit the pedal down for the high idle, then it easily starts (which is the starting directions from Ford on the drivers side sun visor).
I also see that your odometer shoes 335k ish miles...how old are the injectors and injection pump?

I just got this truck last July, its my 3rd IDI! I suspect this isnt the original motor, because with 335K miles it would have blow by, and Im not getting any blow by what so ever. The motor runs good, its just the getting it started. Im still leaning toward the batteries being crappy. I took them to autozone and they said there bad, but im sure they said that just to get me to buy some of there batteries. I went out and bought a cheap load tester and they tested good with the tester I had. When I try to start the truck, it drains my batteries real fast though. Could it be the starter is bad and making it drain all the battery power?
yup, that is a very good posibility.
see if you can find someone with a dc clamp on amp meter, and see how many amps the starter draws. if i remember correctly, it should be somewhere in the 200-250 amp range.

why did you even go to AZ to have them tested if you didn't have plans on listening to their results? 
they know that people will get their bats some other place sometimes,so i wouldn't jump to the conclusion of dishonesty.
