I don't believe so, it appears that a red wire comes out and it splits into two with a white connector on each end. I will get a better description tomorrow when I try the water trick the right way.
For the pcv, well I can rotate it left to right, the only thing I can think of is some retarded/valve. I wish I could make them bigger but it doesn't work on my upload site, perhaps you can use the zoom feature on the right of the photos? Its just a black lever that I can move left and right or forward and back depending on how you look at it. Although, I don't recall for certain I think it has a stop for left travel and right so you can't make a 360.
It does look to be a valve in your PCV hose.
Why anybody would want to throttle the PCV is beyond me, unless there is some really bad blow by and the engine was sucking too much oil.
It is a stock part that is a" hot idle compensator and tee assembly" now if I can figure out what it does and what it needs to be set at that would be awesome! Still no dice on the rocker cover part though, my manual doesn't have it.
I checked the emissions stuff, not hardly even a mention of the pcv system. It also was supposed to be a truck manual says on the cover but it covers small car engines and parts. Best I could determine about the system is that is is supposed to do some opening and closing for when the engine bay temp changes. It was common on vehicles with ac to prevent overheating while idling. However, the fact that I have a t on mine and what it does is unknown. I figured it could have something to do with my high idle issue. They were on ih's and toyotas but I haven't seen any online mention of them on Fords.
