Slapper Bar Leaf?

Slapper Bar Leaf?
My Ex has what can only be described as what looks like a slapper bar bottom leaf in the rear spring pack. It looks like half of a thick tapered leaf with a "snubber" on the front. It appears to be there to prevent axle wrap. Is this normal? From the Factory set up?

That little apparatus is what is to pass for a "traction bar". Designed to limit wheel hop under hard acceleration, they are no doubt of some use; but not as effective as true traction or ladder bars. Doubtless the prior were chosen over the latter due to cost.
