That many miles I wouldn't mess with it. Chances are those threads on the bolts are varnished or corroded in place and you would never get an accurate torque. If it had 20 miles maybe. Even then you would have to loosen one at a time a quarter turn, then retorque in the final step of the sequence.
With 20000 miles if you didn't have a problem yet, any problem you do have in the future is not going to stem from loose bolts.
If your looking for work to do, pick your self up a used turbo kit and wake up that IDI.
