injectors leaking
To summarize some of the responses, I would take out the injectors and clean out the bores. Check on the copper washers, should be one at the bottom of each injector hole. If you didn't remove the old ones, do that now.
Then, install the injectors, torque them properly and replace the injector return lines. Follow the directions in the following thread, and MAKE SURE TO USE NEW O-RINGS. If you want to be cheap, reuse the existing plastic caps but use new o-rings and hose.

If the filter isn't full, air is leaking into the return lines and the fuel drains back to the tank.
To get the o-rings cheaply, use McMaster-Carr, they are #111, see link below.
McMaster-Carr viton o-rings #111
just checked everything copper washers looked ok. but i notice 2 injectors had plenty of diesel on the tip and the rest was clean, dont know if this means anything. O-ring kit wont be in until tomorrow so i'm basically stuck til then.
