The engine had been off for about 16 hours and completely cold. The choke appears to be inoperable. I pulled the aircleaner assembly and found that there what appears to be about 3 hoses and one vacuum line not hooked up. I'm not sure what belongs at these locations.

They appear to run to some plate between the carb and intake. I'm assuming coolant should be flowing through this plate?
I can't really tell from the picture, but it looks like that choke cap adjustment is way off. Somewhere on the cap should be a mark that corresponds to the marks on the housing.
Also seriously wouldn't hurt to spend about $12 on a carb rebuild kit and just go through the whole thing and clean up some of that gunk.
I fully plan on rebuilding it, but I'd like to get it sorted out before I completely dissassemble it.
The first two pictures are taken from between the open hood and the windshield and depict the back side of the carb nearest the firewall. The third picture is of the front of the carb.

I wouldn't worry about the plate for just now. The vacuum port you point to on the carb in your first picture isn't really a vacuum port. Really it's where your hot air choke is supposed to draw in it's air because it would be filtered, at least that is where I connected mine. If you're not using it, it is allowing unfiltered air to be sucked past the air filter and I would cap it.
