Ok, I'm going to suggest something very elementary here. You said you have fuel pressure of 30 psi at the pump when it was replaced. Perhaps you have a clogged fuel line? Do you have pressure in the fuel rail or injectors? Just a thought?

YES. The pressure was taken at the rail.
I'm going to attack this from a different angle and will report back later today on what I find.
