Thanks for the help and part numbers. I haven't priced anything yet. I did put a new IPR but no change still less than .8V while cranking.

Is that ICP volts that you are reading?

Yes that is the ICP voltage

Well I felt that the job was too big for me to do outside so I called the dealer. He towed it and his diagnostic was the same as you guys thought. Took it apart and the pump and a loose branch pipe were the culprit. It's back together and up and running. Thank to this site I learned a lot. I would have probably attempted this task if it was summer.
