Question brake controller mystery thoughts please??!!

ok i have a 1996 f150 with the trailer tow package i recently bought the truck and replaced the six prong for the seven prong towing plug and wired it up from the two factory pig tails and everything works great except no trailer brakes i checked all fuses and no issues there under the dash its wired from the brake controller to the pig tail with scotch locks (owner before me i hate them) and they go blue to blue white to white red to green and black to red and the brown is left alone which i belive is right so any thoughts what it could be the only two things i could come up with is the third brake light bulb was removed because of the topper could this be breaking the circut? or do the brake controllers have fuses internally mines a tekonsha voyager?? thanks for the help guys
