I know that it was but I never saw it addressed by the OP.
TO THE OP: There is a small electrical fuse box on the drivers side next to the master cylinder and the powersteering reservoir by the firewall that has a FICM fuse and relay inside--IIRC.
I'll have to find the information. I have it stored SOMEWHERE in my documents folder. Have you checked ALL the fuses in the fuse panel under the steering column? That would be a good place to start while I look. I know it's the FICM relay but I'm not sure what feeds it.

One leg of the relay is feed by a 50 amp bus/fuse/circuit. The other looks to be battery. I can't see what it is because of clarity issues with computer but it should help you. I would look for a blown fuse somewhere.
Believe me when I say we checked every fuse 3 times. We pulled every fuse, visually inspected it, and couldnt find one blown.
Now you say the relay that is not getting power is the FICM relay?
I BELIEVE so. It's been a while since I went through the whole electrical system searching for a similar problem. I couldn't find the technical info I was looking for but I'll keep searching.
ficm relay is the grey one. under the hood iirc. to check the ficm there is a bunch of threads on it. use the search function.
that has been covered already.
the ficm power relay gets power from fuse f1-18 (10 amp) this is power supplied to the realy coil. this is pin 1
from fuse f1-5 (50amp) supplies power to the swich side of the realy this is pin 5
fuse f1-15 (15amp) ties in to the swich side contact side of the realy for the vpwr ckts this is pin 3
last pin of the relay is pcm grounded. this is pin 2
