Buzzing/static sound

Buzzing/static sound
I just bought an 03', 5.4 the other day and just read "93 mix 'n match's" article, it seems as I have a sound that from the inside of the cab I hear an intermittent sound like a static buzz one would hear from a radio except the radio wasn't on.
The sound seems to come from the lower center (hump) area, I haven't driven it that much to say how often I hear it. The previous owner just had the plugs changed (126k) at a Ford dealer and that is about all I can add at this time. Any thoughts would be appreciated.
P.S. A dumber than dumb ?, What is holding the front of this 03' 4x4 up? I glanced under the front and saw nothing but a pair of shocks, no springs. What am I missing besides some of my marbles.
