All of the industrial or marine applications that I have seen had a heavy flywheel and almost all of the time what ever the engine was to power was driven off the crankshaft snout. The flywheel was mainly there to produce and maintain the centrifugal force that was needed to maintain rpm when a load was applied to the engine. And, of course, for a place for the starter to engage the ring gear.
cleaned the parts up, only thing I could find was the ford logo and a 0 stamped on the outer and inner rings, apparently for alignment. Could they have been color coded?? There is a dab of dark blue paint on the outer ring and also some spray (opposite side of paint dab, outer ring) but that could maybe have been overspray?? This came off a 428 so it would have been an externally balanced plate, if that helps at all??

The early 428s were internally balanced unless you find a offset weight cast into the dampener and another on the flexplate which would prove that it is an externally balanced engine. I don't recall seeing any weight added in the pics posted.
Learning something everyday! The outer ring has no weight added but has had some removed, via drill. It weighs about 3 times as much as the other 428/410 flexplate I have which i believe is the more common one found on 410/428's. Also two places on the front damper that has been drilled. All I can tell you about the crank is that it's stamped 1U. Bore is 413 and it has the 428 cast inside the center water jackets.
