I have a 96 windstar here that has a Huge draw(7.1 amp) on the battery when the key is off. . It is in the circuit that controls the gem module ,( cooling fan circuit fuse also) You can turn on the wipers when the key is off , I 'm thinking GEM module itself .Any opinions ?....I'm also unsure of its location ...

Most of the switching (gem control) are grounds.
Check this first rick. IP panel.
Fuse #2, 5A, Hot only in start mode.
Fuse #21, 10A, Hot only in run.
Fuse #12, 10A, Hot only in acc and run.
Fuse #19, 10A, hot 24hr.
If above checks good go under the hood and remove
the speed and run relay's for the wipers.
Check to see if you lost the load (batt drain).
