Here is another option. Due to costs and bracket availibility when I did mine, I made a wooden bumper ( mid 80's ) shaped similar to the stock metal one, and the mounting bracket that came straight out from the frame, ( no drop down ) and mounted the license to the bumper. The same could be done with a stock bumper for very little cost, if desired.
