I'm a little confused as well. Can you take a picture of it?

I'm not sure where your talking about either. Are you working inside the cab?
Anyway you might try a pair of long needle nose vice grips.

I know what you're talking about - had to loosen mine awhile back to replace the bushings and felts, but the nuts were not welded to the frame - they are steel locking clinch nuts, and need to be backed up or they will spin. I don't remember them being that difficult to get to, though. Of course if the bolt heads are rounded off, then they could become a challenge, but I'd visegrip the bolt then instead and ratchet off the nut.

I second what NOCO77 said! PB blaster and vice grips (if rounded) are your friend. I am surprised 31 years of oil and grease didn't make it a cinch to take off! Mine was caked on!!
