unable to bleed gas tank vacuum
Hi, I have a 1998 windstar. The engine light came on and the code I getr on the reader is P1450(unable to bleed...). Last year I had the same problem and I changed trhe gas cap and it seemed to repair the problem. This time it doesnot help. My wife told me that the other day while driving the engine would drop in revs, and then pick up to arond 4000 revs. She stoped the van, then turned the ignition off, and restarted the van. It has not done it since. Could it be a problem whit the charcole canister?

The solenoid can be checked by applying ground to 1 terminal and 12V to the other terminal. It should click in as you apply it. Make sure the connector is unplugged before you do that. If you apply 12V to the wires in the connector you could fry things.
A blockage in any of the vapor lines or the EVAP canister itself can cause the problem too. I've seen the canisters plugged full of mud which may or may not be possible depending on where you drive.

Here's the first step of the diagnostic:
HX18 DTC P0446 OR P1450: CHECK FOR VISUAL CAUSES OF EXCESSIVE FUEL TANK VACUUM
Continuous Memory Diagnostic Trouble Code (DTC) P0446 or P1450 indicates that Self-Test has detected the Evaporative Emission Control System has excessive fuel tank vacuum.
Possible causes:
-- EVAP canister purge outlet tube (EVAP canister purge valve to EVAP canister) blockages or kinks.
-- EVAP canister tube (fuel tank to EVAP canister) blockages or kinks.
-- Fuel vapor elbow on EVAP canister contaminated.
-- Restricted EVAP canister.
-- Canister vent (CV) solenoid stuck closed (partially or fully).
-- Plugged or contaminated CV solenoid filter.
-- EVAP canister purge valve stuck open.
-- Fuel filler cap stuck closed (no vacuum relief).
-- VREF circuit open in fuel tank pressure (FTP) sensor.
-- Damaged FTP sensor.
NOTE:
If the EVAP canister-CV solenoid and fuel tank assemblies are not accessible to perform the following step, GO to the Powertrain/Engine Group, Evaporative Emissions Section in the Workshop Manual for removal procedures.
l Check for kinks or bends in the fuel vapor hoses/tubes (EVAP canister purge outlet tube and EVAP canister tube).
l Visually inspect EVAP canister inlet port, CV solenoid filter and canister vent hose assembly for contamination or debris.
l Check CV solenoid filter for blockage or contamination.
l Is a fault indicated?
Yes
REMOVE any contamination or debris around fuel vapor hoses/tubes and EVAP canister- CV solenoid assembly. REMOVE kinks or bends in EVAP canister purge outlet tube, EVAP canister tube and canister vent hose assembly. GO to «HX19».

I feel your aggrivation...I have an 01 windstar that did the same thing this spring. I also had trouble puting gas in the tank it took foreever just to get half a tank in. i checked everything and it turned out to be the vent tube for the tank. It had about 6 or 7 of those little spider egg sack things in it. I took it off cleaned it out problem solved. The odd thing is I drive this van every day I mean I could see if it sat around a lot hope this helps it took me all day to trace this down

I have a 2003 E-250 with the same problem. I checked the canister vent solenoid and it did CLICK when I applied voltage, but it didn't move in/out like a piston.
The van does get parked more than it is driven. What are the chances the fuel tank vapor line is clogged or the fuel tank vapor vent is clogged?
I checked my FTP Voltage IAW the FSM and it looks ok (OBD-2 scan tool).
