Starting issue

2003 7.3 excursion.. The truck starts every time revs up and idles about 3 seconds then the rpms drop and it tries to stall out catches itself then revs backup and idles rough similar to if you have got air in the fuel lines from changing the fuel filter.. About 1 in five times the truck will stall out and it starts and immediately and idles rough but the rpms and everything runs at speed and rpms don't drop again! This is a reman engine/transmission recently installed.. The mechanic who installed it was unable to figure the problem out. Ideas?

Right off the bat I would say check the IPR and ICP. Your symptoms sound very much like when my ICP sensor went bad. Do you have any way to log live data?

I do have an AE but I don't know what parameters to set up on it to monitor during startup .. I recently replaced the iPr on the hpop..I've also replace the sensor right there on the head to the right side on the top I think that is the sensor you are talking about.. I also have a little oil leaking out of the hpop main cylinder but it's not much.. It's a t500 pump and I can't get ahold of terminator engineering to get warranty replacement

What starting parameters and ranges should I use for monitoring during startup?

OK so haven't hooked up AE yet.. I know I know I'm slow as sh** but I've noticed something.. If I key on and wait for 20 sec after glow plug light goes off the attempt to stall is almost non-existent and rpms only drop 100 or so.. If I get in and turn key to start immediately after glow plug light goes out it revs up then rpms drop almost completely and it tries really really hard to stall and sometimes does stall.. When it doesn't stall but recovers itself the idle is really rough for about 20 seconds.. The truck only shows symptoms after sitting about 8-10 hours.. The longer it sits the more symptoms... Any ideas?

The glow plug/WTS light isn't tied to the glow plugs...The can stay on up to 2 minutes (IIRC), but the light just goes out. Maybe you need more glow plug time to start?

There is a mod to add LED light to the GP circuit that is on when the GPs are on and goes out when they are turned off.

Does this issue go away after the engine is warmed up? Any chance that the EBPV is malfunctioning/sticky? Just a wild guess here.

While we're speculating about things to check, I wonder if a GP or two aren't working properly? Maybe want to check those connections.

It seems like that could cause a delayed start that would be remedied by long GP pre-heat on the other cylinders, but I can't say for sure

Once started the engine idles rough for about 10 seconds then smooths out and runs fine

Just throwing an idea out.
Fuel pressure? Air in fuel?
