Did the 400 ever come with a forged crank?

No, all cast.

 

Very, Very, Very few Fords ever had a forged crank. There have been a lot of cast cranks pushed up to and beyond 500Hp with very little failures attributed to the cranks. The FE's used forged in some FT motors and some 427's but Ford didn't seem to see a need for them until sustained RPM above 6500 was called for. There are quite a few 400 cranks running around in Windsor blocks that are pushing 500HP with a little shot of N2O every once in a while just to keep things interesting.
